Wheel clamper pays £1300 fine in trolley full of pennies

A wheel-clamper left council staff stunned when he tried to settle a £1300 debt with bags of pennies loaded into a supermarket shopping trolley.

The bizarre payment, dropped off at trading standards offices in Garretts Green, Birmingham, also left officials reaching for law books to decide whether they are obliged to accept such a large amount of 1p pieces.

Birmingham City Council confirmed the coins were delivered to the site in a van by wheel-clamper Gary Southall, who owes the authority 1300 in legal costs. The pennies have not yet been counted.
